Bryant sets ambitious goals for Mississippi

JACKSON, Miss. -- New Gov. Phil Bryant laid out ambitious first-term goals Tuesday of creating more jobs, improving the state's education system, reducing teen pregnancy and restructuring the state's budget process.

Bryant, who advocates performance-based budgeting in which state agencies must prove they are wisely spending money before they get more, said he wants to change the way state spending plans are developed.

"Most importantly, it is inefficient at a time when we can ill afford inefficiencies," he said.

"Instead of measuring outcomes and appropriating for success, our state budgets are set by two deciding factors: what was last year's budget number and who did you know at the Capitol.

"This is no way to treat our people's tax dollars."

The ranking House Democrat, Bobby Moak of Bogue Chitto, said changing the budget process is not a popular idea with legislators.
